Supply chains for fittings often cross borders. Bar or billet comes from one country, forging or casting happens in a second, and machining, threading or coating in a third. US customs, AD orders and buyers each look at origin in a slightly different way. Under DDP, the seller has to get all three right.
Substantial transformation
For general duty and marking purposes, a product's origin is the country where it last underwent a substantial transformation into a new article with a new name, character or use — see origin and marking basics. For fittings, the key stages are usually:
| Operation | Usually origin-conferring? |
|---|---|
| Forging or casting the fitting shape from bar, billet or melt | Often yes — the article takes its basic form |
| Forming butt-weld fittings from pipe or plate | Often yes — but see the AD rulings |
| Machining, threading, bevelling a near-finished blank | Often no |
| Heat treatment, sizing, coating, galvanising, packing | Usually no |
AD orders can use their own scope tests. The 2023 Vietnam butt-weld ruling looked at which production stages happened in which country — see AD on fittings.
The special marking rule for steel pipe fittings
US law requires pipe and pipe fittings of iron or steel to be marked with the country of origin by a permanent method — die stamping, cast-in-mould lettering, etching, engraving or continuous paint stencilling. A sticker or carton label alone is not enough. Unmarked goods can be held until they are re-marked under customs supervision, or charged marking duties. Agree the marking method in the purchase order, and include it in the die or mould design.
Section 232 adds a metals question
Section 232 also asks where the metal itself was produced: steel melted and poured, aluminium smelted and cast. Keep mill certificates that show this for every heat — see steel melt-and-pour origin.
Buy America and BABA
- Federally funded US infrastructure projects generally require iron and steel products — fittings included — to be produced in the United States, with all manufacturing processes carried out there.
- Some distributors advertise "Buy America compliant" lines made entirely domestically. Imported fittings cannot be sold into those channels, whatever their quality.
- The opportunity for Asian manufacturers is private construction, industrial maintenance, OEM equipment and e-commerce.
Documentation pack per shipment
- Commercial invoice with origin per line, and per supplier if consolidated.
- Mill test reports with the heat number and the melt country of the steel.
- A production-route statement for each item (forged where, machined where).
- Photos of the permanent origin marking.
