Pipe fittings have some of the oldest anti-dumping (AD) orders in US trade. Under DDP, the seller usually pays the AD cash deposit at entry. A fitting with a base duty of a few percent can carry an AD deposit many times its value. Knowing the orders is the first step of any quote.
US orders that commonly affect Asian fittings
| Product | Origins with US AD orders (examples) |
|---|---|
| Carbon steel butt-weld fittings | China (since 1992), Thailand, Taiwan, Japan, Brazil |
| Stainless steel butt-weld fittings | Malaysia, the Philippines, Italy |
| Forged steel fittings | China, Taiwan, Italy (2018 orders); India and Korea were investigated in 2020 |
| Malleable cast iron fittings | China |
| Non-malleable cast iron fittings | China |
This is not a complete list. Orders are reviewed every five years, and scope wording decides what is covered. Always check the current ITA case list for your exact product. Background: what AD/CVD duties are.
Vietnam: the 2023 butt-weld ruling
In 2023 the US Department of Commerce examined carbon steel butt-weld fittings made partly in China and finished in Vietnam. Commerce found that fittings which only go through their final stage in Vietnam remain subject to the order on China. Fittings whose later forming stages take place in Vietnam fall outside it. The Court of International Trade upheld the decision in July 2026. In practice:
- Buying near-finished Chinese fittings and only sizing, heat-treating or finishing them in Vietnam can still mean Chinese AD duties.
- Manufacturing that genuinely forms the fitting in Vietnam needs a production record to prove it — see origin rules.
- Commerce has looked at fittings finished in Malaysia in a similar way.
How AD affects a DDP quote
- The cash deposit rate is paid at entry and can be adjusted later in an administrative review, sometimes years after the sale.
- Under DDP, the importer of record is legally liable — see IOR rules. Agree who bears later assessment changes — see DDP contract terms.
- AD duty is in addition to base duty, Section 232 and other tariffs — see HTS and tariffs.
Canada has its own measures
The CBSA applies anti-dumping and countervailing duties to copper pipe fittings from China, South Korea and the United States, plus measures on several steel pipe products. See fittings to Canada.
