Not every truck can simply drive from Ho Chi Minh City to Phnom Penh. Cross-border road transport is governed by agreements between Vietnam and Cambodia, and the choice between through-trucking and transloading affects both cost and risk.
What a truck needs to cross
- A cross-border road transport permit issued under the Vietnam–Cambodia road transport arrangements.
- Vehicle registration and technical inspection certificates.
- Insurance valid in the destination country.
- Driver passport and driving licence recognised for international operation.
Through-trucking vs transloading
| Through-trucking | Transloading at the border | |
|---|---|---|
| How it works | Same truck from pickup to delivery | Cargo moved to a truck from the other country at the border |
| Handling | Loaded once | Extra loading/unloading |
| Damage risk | Lower | Higher |
| Speed | Usually faster | Depends on coordination |
| Cost | Depends on permit availability | Can be cheaper for some cargo |
Containers
Sea containers can be trucked through to Cambodia on chassis, particularly for transit cargo. Shipping lines' rules on taking containers across borders (and returning them) must be agreed in advance.
Choosing the right option
- Fragile or high-value goods: through-trucking.
- Bulk, robust cargo with flexible timing: transloading may be acceptable.
- Full containers from the port: through-container delivery avoids devanning.
