With US steel tariffs high, many Vietnamese manufacturers are looking at Canada. CPTPP gives Vietnamese goods preferential access — but Canada has also tightened its own steel import rules since 2025.
Advantages of the Canadian market
- CPTPP can reduce or eliminate base customs duty for qualifying goods — see shipping to Canada and CPTPP.
- Strong demand for warehouse racking from logistics and e-commerce growth.
- Delivery by rail from West Coast ports to Ontario and Quebec.
Canada's steel measures
To prevent steel diverted from the US market flooding Canada, Canada introduced tariff-rate quotas and surtaxes on many steel products from 2025, with different treatment for free-trade partners and other countries, and specific rules for steel melted and poured in certain countries. Whether a finished rack is affected depends on its tariff classification — check with a Canadian customs broker before quoting.
CBSA requirements
- Importer business number and CARM registration.
- Accurate tariff classification and origin; CPTPP certification of origin to claim preference.
- Commercial invoice with full details; ACI eManifest filed by the carrier.
Logistics tips
- Heavy steel by rail to Toronto/Montreal: confirm rail weight limits per container.
- Allow extra transit time in winter.
- Consider DDP via a non-resident importer setup if your buyer prefers not to clear goods.
Trade measures on steel change often. Treat the rules described here as general guidance and confirm current rates, product lists and filing requirements for your HTS codes before each shipment.
