Canada applies significant duties to apparel from countries without trade agreements, but Vietnamese garments can enter duty-free under CPTPP — if they meet the rules of origin.
The yarn-forward rule
For most garments, CPTPP uses a "yarn-forward" rule: the yarn, the fabric and the cutting and sewing must all take place in CPTPP member countries. Garments sewn in Vietnam from fabric woven in a non-member country generally do not qualify.
Short supply list
CPTPP includes a short supply list of certain fibres, yarns and fabrics that may come from non-member countries without losing origin, because they are not widely available within the bloc. Check whether your fabric is on the list.
Canadian labelling rules
| Requirement | Details |

| Care labelling | Care symbols commonly used (voluntary but expected) |
| Origin | Imported textiles must show the country of origin |
